Overview of Societal Instability Events Involving Federal Government Actors across the State of Illinois from January 20, 2025 through May 1, 2026
This report provides a statewide analysis of events involving federal government actors across Illinois from January 2025 through May 2026, including government actions, protests, acts of political violence, and federal immigration enforcement.
The Cline Center for Advanced Social Research at the University of Illinois Urbana-Champaign uses the term “societal instability events” to describe these forms of activity and examines their scale, timing, and geographic distribution across the state. The analysis draws on a systematic review of reporting from credible news organizations, supplemented by publicly available ICE arrest data, to document patterns before, during, and after Operation Midway Blitz.
This report builds on the Cline Center’s earlier analysis of Operation Midway Blitz and provides a broader statewide record of events during this period, complementing the Illinois Accountability Commission’s investigations and findings.
