The Illinois Accountability Commission (IAC) was established by Executive Order 202506 to create a public record of the conduct of federal agents during “Operation Midway Blitz” and other federal operations in Illinois. The Commission also examines the impact of these actions on individuals and communities and develops recommendations to prevent future harm.
As part of its mandate, the Commission gathers publicly available videos documenting federal officers’ actions, collects additional information and documentation (including testimony), holds public hearings, analyzes conduct to identify instances requiring urgent corrective action, and makes law or policy recommendations to protect the rights and safety of Illinois residents.
This is the Commission’s first public hearing, and it will provide an opportunity for members of the public to submit comments or testimony, share personal experiences or observations, and contribute relevant documentation. Selected participants should be prepared to attend in person.

Speaker Participation
Members of the public will be given up to two minutes to address the Commission in person. Groups as well as individuals may address the Commission.
Members of the public who wish to address the Commission should visit https://ilac.illinois.gov/events/2025/iac-public-hearing-12-18-2025 and submit the public comment interest form. Members of the public will have until Tuesday, December 16, at 5:00 pm, to submit the public comment interest form.
Speakers who have submitted the public comment interest form will be selected to address the Commission based on the order in which the forms are submitted to the Commission. The Commission is committed to staying within the total hearing time limit of three hours.
The Commission desires to give members of the public time to prepare remarks. The Commission is mindful that, given the subject matter of the hearings, some members of the public may wish to prepare remarks with the assistance of legal counsel.
Same day, in person, registration will also be available for limited number of speakers. Same day registration will be available beginning at 8:00 am on December 18. Speakers will be selected based on the order in which they sign up to address the commission.
Expectations of Speakers
Each speaker will be given two minutes to present their remarks and materials. Speakers must end their presentation upon the request of the Commission when their time is up, to allow the next speaker to begin.
Speakers must be courteous, respectful, and civil.
Interpreters
An interpreter will be provided for those speakers who wish to make their remarks in Spanish. If you need an interpreter for a different language, please notify the ILAC at dhr.ilac@illinois.gov at least two business days before the hearing.
